1. As discussed with Ms Saunders on the phone, I enclose two copies of Mr Goodlad's Dear Colleague letter covering the Governor's annual address to the Legislative Council in Hong

Kong. I also enclose a list of names of those who will be

receiving copies of both the letter and the Governor's address

through the post.

2. Copies of the Governor's address will not be available in London until 9am on Wednesday 6 October. Should you need any copies in Blackpool, Mr David Tsui, Deputy Commissioner of the

Hong Kong Government Office in London can be contacted at the Clifton Hotel, Blackpool (tel: 0253 214 81) and will be happy
