HONG KONG, GOVERNOR OF HONG KONG'S ANNUAL ADDRESS TO LEGCO

1. As discussed with Ms Saunders on the phone, I enclose two

copies of Mr Goodlad's Dear Colleague letter covering the

attached copy of the Governor of Hong Kong's annual address to

the Legislative Council. I also enclose a list of names of

those who will be receiving copies of both the letter and the

Governor's address through the post.

Should you need any more copies of the Governor's address

Mr David Tsui, Deputy Commissioner of the Hong Kong Government

Office in London will be in Blackpool for the Conservative

Party Conference and can be contacted at the Clifton Hotel,
