I attach a copy of the statement which the Governor delivered to the Legislative Council this afternoon. It includes a number of changes which the Governor made this morning, and which you will no doubt want to reflect in the text of the answer to David Lidington's PQ before you release it. The changes relate to the first sentence of paragraph 4; most of paragraph 6 and the final sentence of paragraph 7.

We will fax you a transcript of the Governor's Question and Answer Session in LegCo this afternoon as soon as we have it.
