"economic activities" includes activities in

connection with trades or professions or the provision of services undertaken by

establishments classified under different Major Industry Groups in accordance with the classification scheme known as the "Hong Kong Standard Industrial Classification" (being an adapted version of the United Nations' International Standard Industrial

Classification) which are identified by the 3-digit codes and their titles and descriptions, as contained in the February 1991 edition of the Hong Kong Standard Industrial Classification issued by the Census and Statistics Department, specified in the second column of Part II of this Schedule;

"remuneration" includes salaries, wages, allowances,

fees or charges, but excludes benefits in kind.".

Explanatory Memorandum

The object of this Bill is to make amendments to the Electoral Provisions Ordinance (Cap. 367), the Urban Council Ordinance (Cap. 101), the Regional Council Ordinance (Cap. 385), the District Boards Ordinance (Cap. 366) and the Legislative Council (Electoral

Provisions) Ordinance (Cap. 381).

The Electoral Provision Ordinance (Cap. 367) is amended -

to provide that each elector shall have a single vote for a single directly elected member in a single seat geographical constituency (clauses 2 and 5);

to specify the system of voting and counting at elections in respect of all geographical

constituencies (clause 6);

to lower the voting age from 21 to 18 years of age

(clause 7); and

(a) to make other consequential revisions (clauses 3, 4,

8 and 9).
