(vi) subject to subparagraph (vii), the
candidate or candidates with the least
number of votes shall be eliminated
and the votes of that candidate or
those candidates shall be transferred
to the candidates then remaining in
accordance with the next available
preferences marked on the ballot
papers until the relevant number of
candidates are elected as elected
Members; and
(vii) where, at the final stage of the
count, one or more of the relevant
number of candidates have not been
elected as elected Members because of
his or their inability to obtain a
quota of votes in accordance with
subparagraph (iv) that candidate or those candidates then remaining (and
not eliminated at that stage) shall be declared by the returning officer to
be elected;
(b) in respect of the functional constituencies
specified in Part I of Schedule 2, in accordance
with the preferential elimination system of election (otherwise known as the alternative
vote system of election) which system shall include the following features, that is to say
