RECORD OF CALL ON MR GOODLAD BY MR RON ARCULLI,

1. Just a few points from this call:-

(i) Mood in the business community: reasonably calm; waiting to see what happens; a delegation of the Business and Professionals Federation of Hong Kong (BPF) led by Vincent Lo was currently in Peking and would be trying to persuade the

Chinese not to take precipitate action.

(ii) LegCo: Mr Arculli thought most members would be ready to go along with any agreement on electoral arrangements

reached with China. Likely to be vocal opposition from UDHK

to any compromise but not clear where their bottom line really

was.

John Swaine was doing a first-class job in reorganising the LegCo support services. Hoped to set up a statutory body for this purpose by April 1994.

(iii) The new Liberal Party: Not yet up and running, but enthusiasm from younger members of 80-strong preparatory committee. The party is working on a more detailed position
