Line to Take

- We are keen to reach agreement in our talks with China, but not at any price. Acceptability to the people of Hong Kong is a

key point for us.

Know that there is a strong wish in Hong Kong that our talks

should succeed. We understand that. But we are determined that

the arrangements for the 1994/95 elections should be open and fair, ie not rigged in any way.

Regard the through-train as an essential element in a smooth

transition. We need clear and objective criteria for the

through-train; not based on subjective criticism of individuals

or their opinions. Made it clear to Vice Premier Qian the

importance we attach to that.

- As you know, the Governor's approach has the full support of

the British Government.

Defensive

Application of ICCPR to Hong Kong after 1997?

- We continue to urge China to become a party to the Covenant.

I raised this with Vice Premier Qian when I met him in Peking

recently.

If China does not sign up, we shall need to discuss with them

how this, and other international agreements to which they are

not a party, will continue to apply in Hong Kong after 1997. This is an ongoing process.
