he asked if all VDHK Legco members and some other liberal legislators were to resign will the Governor dissolve Legco. He said this was a serious question as UDHK's Party Central Committee would be meeting to consider this question.

I told him that our primary consideration in devising the 1993 package was whether it met the principles of fair, open and acceptable to people of Hong Kong and not the possible result of elections arising from it. rehearsed our arguments on the need for give and take in negotiations; the fact that the Governor stressed from the beginning that his 1992 package were proposals; the impracticability of having a referendum and the need for sound reasons which the public would accept for dissoluting Legco. He was not moved by these arguments and insisted on an answer to point (h) above. I said that he should address that to the Governor who was intending to meet him after his return from London (now fixed for 4.30 p.m.
Tuesday 16 November).

He ended the meeting by complaining against the police's handling of the "democracy march" last Wednesday night from Legco to GH then NCNA. He claimed that the Police was insensitive, tough and did not adhere to pas practice. I advised him to take this up with CP as it was an operational matter. You may wish to have a report from
CP before the Governor sees Lee.

Lee was in a rather grumpy mood, cold and calculating. He was unmoved when I deployed the points which the Governor made at last Friday's Ad Hoc Group viz we need credible politicans like him after 1997 and not
