As you will see when you study these ideas, all the FCs envisaged would meet all the criteria which the Foreign
Secretary outlined to Vice-Premier Qian Qichen. They
represent economic and professional sectors of substantial
importance in the community. Moreover, learning from past
experience, their electorates are all substantial and we
would not envisage any corporate voting.
The list also shows in concrete form how seriously and
with what an open-minded and constructive attitude we have studied the Chinese proposals:

(b) Second, as Mr Sze has pointed out, we have built wherever possible on the specific sectors you proposed.
