What do we mean when we ask the Chinese to agree that the 1995 Election Committee should be a "model" for the 1997 Selection Committee and subsequent Election Committees ?
We seek clear, public assurances that the Chinese
government will recommend to the Preparatory Committee and
to the SAR authorities after 1997 that:
(a) the way in which the first three sectors of each
Committee are elected should be the same as in the case of
the 1995 Election Committee;
(Comment: although this raises the difficulty of the NPC Decision's reference in the third sector to
• grass-roots'' which does not appear in Annex I; and, perhaps more importantly, the reference in para 3 of Annex I to the election of members to the Election Committee by ''corporate bodies'', a reference taken up in para 2 of Section I of annex I);
(b) all voting by the selection Committee and post-1997
Election Committees should be by the Single Transferable
vote system used by the 1995 Election Committee;
(Comment: although the BL does not specify that the Selection Committee must vote on candidates for Chief Executive)
(c) the nomination and other procedures for the election of
6 Legco members by the Election Committee in 1999 should be
identical with the 1995 procedures.
