try to adapt the Chinese proposal to make it more credible.

In particular, we are looking at whether we should insist that candidates for the 10 Legco seats need not necessarily come from any of the 4 sectors making up the EC. In any case, the Ad Hoc Group considers that we should not get into a discussion with the Chinese on the basis of their proposed voting method until we have established that the first 3 sectors of the EC would indeed be returned by open elections from the FCs we had proposed.
