My letter of 4 June gave an up-date on progress at the
Fourth Round of talks on Hong Kong's electoral issues.
The Foreign Secretary has been considering with the ́
Governor and Sir R McLaren how we can press the talks
forward to a successful conclusion. We plan to hold two
further rounds of talks in June. By the end of these, we think that the negotiators will have got as far as
they can in probing Chinese views on specific electoral arrangements. The Foreign Secretary therefore considers
that we should plan to review progress and consider the
way forward in OPD (K) at that time. I understand that
provisional arrangements have been made for an OPD (K) on
1 July. The Foreign Secretary proposes that this date
should be confirmed. He would circulate a memorandum in
advance as the basis for discussion. He suggests that
the Governor and Sir R McLaren should be invited to
participate, as they did on the last occasion in
November.
