I am writing in connection with the evidence which I gave to the Foreign Affairs Committee on Wednesday, 3 November 1993. have now given further consideration to one factual point, and would wish to amend the answer I gave.

In answer to a question from you, I said that in my view the record of the People's Republic of China in abiding by its international obligations has been mixed. That was indeed my understanding at the time. However, since this is more a question of history than law, I have consulted other colleagues in the Foreign and Commonwealth Office on this matter. I think it would be more accurate to say that the record of China in this area is good.
I would be grateful if you could bring this letter to the attention of other members of the Committee, and if it could be entered as evidence.
