Helen Irwin, Clerk of the FAC, told me to-day that she hoped the Committee's report on Hong Kong/China would be published in February, but failing that by the Easter recess. She commented that last week's evidence session with the Legal Advisers had been very useful.

2. Looking ahead, she thought the Committee would turn its attention to the US, not necessarily restricting an inquiry to the bilateral relationship but also focussing on the US' future role in Europe. The Committee were also considering whether to undertake an inquiry on UK policy towards Latin America.

3. As regards the Secretary of State's pre-summit evidence session on 23 November Mrs Irwin said that the questioning was likely to concentrate on subsidiarity, transparency and accountability.

Finally, acknowledging that she had seen the Supplementary Estimates, Mrs Irwin said there was a strong possibility that the FAC would lobby support for a debate on Peacekeeping before the Christmas recess.
