I enclose, as requested, some briefing papers on Hong Kong in preparation for Lord Howe's appearance at the FAC on

1 December.

On the talks with China, these papers are limited to recent public statements by Ministers, the Governor and Lady Dunn. If Lord Howe wanted a fuller confidential briefing, I am sure that Ministers would want us to arrange this.

I have included a note on Hong Kong nationality issues, since these often crop up in parliamentary discussions on Hong Kong.
