FOREIGN AFFAIRS COMMITTEE (FAC) : CHINA INQUIRY

1.

In preparation for their forthcoming visit, the FAC Clerk has sent the attached list of individuals/organisations that they wish to meet in China. Members appreciate that it will probably not be possible to meet all these in the available time. Those with a question mark indicate lower priority: those asterisked they regard as essential. The Committee would welcome advice from you and/or Peking on the list, including those it might be more appropriate to meet informally/socially.

I understand that the Committee's adviser, Elizabeth Wright, Head of BBC World Service China Service, has offered to help arrange meetings with dissidents and religious groups. The Committee anticipates that any such meetings might best be informal, perhaps with small groups of Members. With that exception, the Committee does not intend to divide into groups in Peking. But they do intend to split into two groups for the visits to Shanghai and Guangdong, as follows:

Shanghai: Messrs Canavan, Harris, Jopling (leader), Sumberg, Wareing and one staff.

Guangdong: Messrs Howell (Chairman), Gapes, Lester, Sir John Stanley and one staff.

The Committee would prefer the programmes in Shanghai and Guangdong not to include extensive tours of showpiece developments.

3. I am also attaching a copy of the Committee's itinerary for the whole visit as forwarded by the Clerk. Finally, I am copying for information a letter from the Clerk to John Yaxley about the Hong Kong visit, and a copy of a list showing the people that the Committee wish to meet in Taiwan, which has already been sent by the FAC to the Director of the ATTC.

4. A copy of this minute and enclosures goes to Mr Ricketts. I should be grateful if both departments would note that it would be helpful to the Committee to receive first draft programmes by 6 September.
