Became an Associate of the Chartered Institute of Secretaries and Administrators in 1962.
Mr Macleod joined the Hong Kong Government in 1966 Administrative orricer. He has served in various and departments and became Secretary for Trade and Industry in 1987, and in 1989 transferred to become Secretary for the Treasury. Appointed as the Financial Secretary in August 1991.
Mr Leo F. Goodstadt. J
Head of the Central Policy Unit. Mr Goodstadt was appointed in 1964 as Lecturer in the Department of Economics and Political Science at the University of Hong Kong. He has written and contributed to books on economic and political trends in China. He has served on a wide of public bodies, e.g. the Transport Advisory Committee; Statistics Advisory Board; Rent Tribunal Panel; Hong Kong Baptist College Council; and Open Learning Institute Council.
