being refugees. The Hong Kong Government therefore treats them
as they would other illegal immigrants from China. Agreement
has been reached with the Chinese Government that, after their
identities have been checked, they should be returned to China
by land or by sea as appropriate, with costs being shared
between the Chinese and Hong Kong Governments. To date over 2,300 ECVIIs have arrived in Hong Kong this year.
