Debate in the House of Commons: 23 February 1993

The Secretary of State has seen the framework for his speech in the Commons debate on foreign affairs which you submitted on 18 February. He will work on this himself over the weekend. He would also like for the weekend box two-paragraph chunks on Hong Kong, Cyprus and Iraq. We have already commissioned these from the heads of the relevant departments, to be fed into you for final polishing. I should be grateful if these could reach Private Office by 1600 today.
