HONG KONG: MEMORANDUM FOR THE FOREIGN AFFAIRS COMMITTEE

1. I attach a minute from PRU and (for you only) its attachments, commissioning a memorandum for the FAC, updating the replies sent by the Government in late 1989 and mid 1990 to the last FAC report.

This is, I fear, a substantial task given the water that has flowed under the bridge since the 1990 reply. As a first step, I would be grateful if you could lay your hands on:

(a) a copy of the 1989 FAC report (since we are asked to address all the recommendations in that)

(b) a copy of the DSP chapter referred to in the PRU minute.

I suggest that the next step will be to have a meeting with Heads of Section to establish what ground the memorandum should cover and to commission work. Grateful if Mr Hewitt could appoint a representative to attend this meeting:

the memorandum will need to cover the Vietnamese Migrants issue which figured largely in earlier reports. FED might also want to be represented.

We shall need to clear our draft with Hong Kong/Peking and give Ministers enough time to digest it. Time is therefore pretty short. Nicki will be in touch to arrange a meeting before the end of this week.
