In preparation for their enquiry later this year into Hong Kong, the FAC have asked for a Memorandum to update them on events since the Government's replies to their previous report on Hong Kong in 1989 and 1990. I have been asked to coordinate this. I understand that at a meeting held by Mr Ricketts last Friday the necessary work was parcelled out to the 4 sections of this Department and to Mr Godfrey in SEAD (for material on the Vietnamese Migrants).
2. As time is fairly tight, I thought it would be helpful to set out the timetable to which we aim to work. PRU have asked for the final text, cleared by Ministers and by Sir John Coles on behalf of the PUS, by 30 March. This means:
