OUR TELNO 53 AND YOUR TELNO 92 (NOT TO TOKYO): PROPOSED ENQUIRY INTO HONG KONG BY SELECT COMMITTEE ON FOREIGN AFFAIRS (FAC)

The FAC are now considering a visit to the Far East in the first two weeks of October. Their present thinking is that they would spend about a week in Hong Kong, where they would be able to take formal evidence. They also plan to visit Peking, and possibly Japan as well.

2. In the meantime, the Committee have asked us for a memorandum to bring them up to date on developments since the Government's observations on their previous report on Hong Kong in 1989 and 1990. They have asked for this by the end of the month. To allow time for clearance through Ministers and others we shall aim to get a draft to you and to Peking on 12 March.
