The FAC are planning an inquiry into Hong Kong later this year, following up their report produced in 1989.
2. The Committee have asked for a memorandum from the FCO up-dating the two Government replies to their earlier reports of December 1989 and May 1990.

I now submit a memorandum which covers all the ground of the FAC's earlier report, in the order followed there. doing so, it touches on each of the main developments in Hong Kong in the intervening years. The memorandum has been cleared with other Whitehall Departments as necessary, with Hong Kong and Peking. The standing instructions are that it should go through the PUS as well as the Minister of State: in view of the PUS's absence next week, I have agreed with PS/PUS that it should go through Sir J Coles instead.

The memorandum breaks no new policy ground and for the most part draws on agreed wording. The section on representative governments follows closely the terms of previous ministerial statements, in particular the Secretary of State's statement in the House this week. On points which may draw criticism from the Committee, I think these are most likely on detailed issues of concern to individual members. One possibility is the nationality issue, in particular the position of ethnic minorities in Hong Kong (paragraph 42).
