Heads of Information should note that when reference is made to the powers
of a Bill it should be worded as follows:

In drafting the Background Note the Head of Information should ensure that
plain language is used whenever possible and that sentences and paragraphs are
short. "Blob" paragraphs should be used to highlight particularly important
proposed changes.
11. At the end of the note, the Department should set out its Press Office, full
departmental address, telephone number (prefixed by 071 for inner London) and
the date of The Queen's Speech in THE BOTTOM LEFT HAND CORNER (18
November 1993).
12. The note should not bear any security classification.

A photocopy, NOT the original of each note, in draft, initialled by the Head
of Information to signify that he/she has seen and approved the draft, should be
sent to Sharon Carter at No 10 to arrive not later than noon on Monday 8
November.
