CALL ON THE SECRETARY OF STATE BY SIR MICHAEL MARSHALL MP: 4 MAY1993

1.Sir Michael Marshall called on the Secretary of State on 4 May to discuss IPU activities following the IPU Conference in New Delhi, 12-17 April.

POSSIBLE IPU MISSION TO FORMER YUGOSLAVIA

2. The Secretary of State advised against such a visit if military operations looked likely but thought there might be some role to play if an enlarged peacekeeping operation got underway. Much would depend on whether the Bosnian Serbs accepted the Vance/Owen plan. He asked to be kept informed about the IPU initiative and offered to advise on travel possibilities should Sir Michael decide to try to visit Belgrade from Budapest where he will be attending an IPU conference on human rights, 19-22 May.

HONG KONG/CHINA

3. The Secretary of State warned against the proposal for a joint working party of parliamentarians. It would simply provide the Chinese with a PR opportunity.

IPU/US RELATIONSHIP AND UN/IPU LINKS

Sir Michael explained that the US had decided not to host a separate IPU conference in 1995 but that they had promised support for the IPU Council meeting scheduled to take place in New York that year in conjunction with the UN's 50th anniversary.

5. On the importance of strengthening UN/IPU links the Secretary of State offered to help stimulate the debate and asked Sir Michael to produce a paper setting out ideas.
