Dr Cunningham's visit to Hong Kong
- Trust you got the message (telecon Gozney/Michael Fisher) that
Chris Patten will be delighted to put you up in Hong Kong? He suggests that his own travel plans (and renovation in Govt House) would make late April or early May the best time to receive you.
FAC Enquiry into Hong Kong
We (and the Governor) would welcome a further FAC enquiry into
Hong Kong. Best time would be in the Autumn.
[Defensive] - A visit in June, when LegCo will still be debating the Governor's constitutional reforms, could prove unsettling.
Better later.

Constitutional Development
- After loud decibel level before Christmas, some easing-off in
Chinese public line.
We have been trying to persuade the Chinese to sit down and talk
about electoral arrangements. Have passed this message to them at
various levels in recent weeks.
