Note from CRC position paper some points of disagreement with the Governor's proposals. however, that if you disagree with the Governor's proposals, you will come up with some specific alternatives; general points not really enough.

I want to emphasise strongly, however, that the British Government fully support the Governor's proposals. They represent our best judgement of how to caticfy the wich of the Hong Kong people for more say in their own affairs.

The Governor's proposa】s have now been supported twice by Legco; and I understand the opinion polls still snow 2:1 support in the community, despite China's onslaught.

We liave made clear all along that these ale proposals. We have been willing from the outset, to consider the views of others. We simply want the

arrangements for the 1995 slections to be open, fair and acceptable to the people of Hong Kong.
