recommends that the public handling of the delegation's call on the Prime Minister should be as low key as
possibic. Hic aavioc is that the Prime Minister should
not agree to a photocall with Allen Lee, nor should he accompany him to the door at the end of the call. He also agrees that it is important that the Foreign
Secretary should speak to the press after the meeting, as a prcoaution in case Allen Lee should give a distorted
public version of the discussion. Lee has done this on a number of occasions in the past.

The latest position on the Governor's
constitutional proposals is that the Governor has begun detailed discussions with Exco about the terms of the
draft legislation which he will put to Lcgco. The Hong Kong Government has confirmed publicly that these discussions are under way and that ExCu has already agreed a non-controversial bill to establish a Boundary
and Elcotion Commission and a compendium of alternative
proposals for publication. I have written to you separately about that.

Much of the discussion at the CRC's recent
meeting with the Governor was about the Election Committee. kel you know, The Governor's current proposal is that the Election Committee, which/elect 10 members

Distric: BOATIN - who themselves should be directly elected. The Governor told the CRC that the key point is
that members of the Election Committee should themselves
be cicated. The CRC may claim to the Prime Minister they did to the press after their meeting with the
Governor that the Governor had agreed to a revised composition of the Election Committee, along the lines of
the four categories envisaged in the Basic LAW. This is
not in tact the casa. If the CRC attempt to raise this
