abstained on a motion on the 13th January calling on the Governor to withdraw his constitutional proposals, (a motion incidentally which was soundly defeated by a substantial TeyCo majority). They have made frequent
visits to peking and plan to call on Premier Li Peng
after their visit to the UK. We have seen intelligence
reports indicating that Allen Lee has been in touch with the Chinese intelligence services.
The CRC's lack of coherent position, their
frequent changes of tack and the fact that they have not. rought or won any elections means that they have little credibility in the community,
On the Governor's proposals, the CRC has produced a position paper (enclosed) setting out their views. This is likely to form the basis of their
presentation to the Prime Minister. In summary, it urges
dialoque at all costo. I enclose the Governor's report
of a talk he had with the CRC on 6th January and of a
press statement he released afterwards. The Governor
told the CRC that, the Prime Minister was unlikely to be satisfied with a general statement of the CRC'S opposition to his proposals, and would no doubt ask them if they had any specific alternatives to offer.
The CRC's visit to London and their call on the
Prime Minister is likely to dominate the news in Hong Kong in a quiet week (Chinese New Year). The Governor is
concerned that Mr. Lee should be given a firm, clear
re-statement of the Prime Minister's and the Government'~
support for his proposals. In particular, the Governor
