Meeting between Mr Hum and three members of the visiting
Cooperative Resources Delegation (CRC): Mr Allen Lee, Mrs
Selina Chow and Mr Howard Young, 20 January (14.30-15.30)
1. This meeting, which followed on from the Delegation's
meetings the day before with the Prime Minister and the
Secretary of State, and with Mr Goodlad, took the form of an
informal discussion. The group made the following main points
(Mr Lee and Mrs Chow did most of the talking):
They rehearsed the background to the differing accounts of
what the Governor had said on the Election Committee (EC) at
their meeting with him on 6 January. It had not been their intention to stir things up.

to it were elected (which the CRC accepted). The CRC had set out broad principles in its position paper. They did not think that it would be worth making proposals before the
principles had been agreed. They considered that the
principles set out in the exchange of letters in early 1990 provideda good basis for agreement and should be equally binding on both sides.
- On functional constituencies (FC) Mr Young said that all his
functional constituency colleagues on LegCo thought that the nine new FCs should be formed on the same basis as existing
ones. When asked if the CRC had any detailed suggestions for
these they replied that that was the job of the
administration. It was not difficult to think of new FCs.
The Executive was in a position to collect all the necessary
facts and make a choice. That had always been ExCo's role.
