Members returned by Election Committee

The Election Committee will comprise 400 members, and our proposed seat allocation is as follows:

a. Industrial, commercial and financial sectors b. The professions

c. Labour, grass-roots, religious and other sectors d. Former political figures, Hong Kong deputies to the National People's Congress, and Hong Kong representatives on the National Committee of the Chinese People's Political Consultative Conference

- The quota for the industrial, commercial and financial sectors should be evenly distributed among the sectors' statutory bodies whose members will elect their candidates to the Election Committee on the basis of one-member-one-vote.

- The number of seats available for the recognized professional bodies within the professions will be distributed in proportion to the number of each body's members. However, a way has to be found to ensure that all professional bodies have representatives in the Election Committee, who are to be elected by qualified professionals of the professional bodies on the one-man-one-vote basis.

- The labour, grass-roots, religious and related sectors will encompass all registered labour unions, registered district-based local residents' groups, social services organizations and religious bodies. The distribution of seats within the sectors is as follows:

a. Registered labour unions

b. Registered local residents' organizations

c. Social services organizations

d. Religious organizations..

Members are to be elected on the basis of the one-organization-one-vote ballot system.

- The membership distribution for the sector comprising former political figures, Hong Kong deputies to the NPC and Hong Kong representatives of the CPPCC is as follows:

a. Former un-official members of the Executive

& Legislative Councils
