District Boards Election

A gradual abolition of appointed seats is recommended with one-fourth of the board seats to be retained for appointed board members in 1994.

Urban Council and Regional Council Election

A gradual abolition of appointed seats is recommended with one-fourth of the council seats to be retained for appointed council members in 1995.

Voting Age

The minimum voting age is to be lowered to 18.

Legislative Council Elections

In order to comply with the Basic Law's stipulations on the formation of the first Legislative Council of the SAR, the 1995 Legislative Council will be composed of 60 members, with 20 seats to be allocated to directly elected members through geographical constituencies, 10 seats to members elected by an Election Committee, and 30 seats to members elected by functional constituencies.

Direct elections by geographical constituencies

A proportional representation election system should be adopted for direct elections via geographical constituencies. The entire territory of Hong Kong will be divided into five constituencies, ie. one in Hong Kong Island, two in Kowloon and two in the New Territories. Four seats are to be instituted in each constituency. All candidates will form into coalitions of four to run the elections. Voters may choose the coalition they prefer and vote only for their chosen coalition. Votes will be allocated to the four candidates in each coalition in accordance with their own previouly agreed placement order. The total votes collected under each coalition will be allocated to its four members in the ratios of 1, 1/2, 1/3 and 1/4 corresponding to the previously agreed placement order.
