Born in Hong Kong in 1956. British (BTDC). Educated at Cambridge University, University of Hull and the College of Law Guildford. Divorced, no children. Speaks Cantonese, English, French and Putonghua. Business executive. Roman Catholic.

Miss Loh has been actively involved in community service and public issues since her return to Hong Kong in 1979. She joined the now disbanded Hong Kong Observers, a vocal forum on current affairs and was the chair-woman at one time. She is currently a member of the Law Reform Commission and sits on the Board of Governors of the Hong Kong Arts Centre. She was appointed to the Legislative Council on 8 October 1992.

An intelligent and articulate person, Miss Loh has a keen interest in the development of the political system, as well as the arts and culture, and environmental issues.

An independent in LegCo but a declared liberal on the question of political development.
