evidence of North Korea producing opium. (Correspondence rests with your letter to me of 17 August.) I was told that in their view the large field of poppies to which I referred in my letter of 10 July was almost certainly for domestic purposes but the NSP knew of two specific cases in which North Koreans had been detained for attempted drug smuggling in which the NSP were convinced that the drugs were of North Korean origin. The most recent was in March 1991 when a North Korean diplomat in Czechoslovakia tried to export 1kg of heroin to Sweden and the previous case was in September 1990 when a North Korean resident in Japan was arrested in Yokohama following his return from a visit to North Korea and was found to be in possession of 10kg of morphine.
