Thank you for this report. Ministers have agreed that you should take action as soon as possible at senior level with the MFA in Hanoi by handing over a Note Verbale on the following Lines:
BEGINS
The British Embassy present their compliments to the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and have the honour, on instructions, to refer to the sentence of death passed on Mr Wong Chi Shing. As the Ministry will be aware, Mr Wong Chi Shing is a British Dependent Territories citizen from Hong Kong. While Her Majesty's Government recognise the seriousness of his offence, drug trafficking is not a capital offence in Britain or in Hong Kong. The British Embassy wish to express the hope that the Government of the Socialist Republic of Vietnam will give full weight to these considerations and to whatever extenuating circumstances there may have been, and agree to commute the death
