HONG KONG CITIZEN FACING DEATH SENTENCE IN VIETNAM FOLLOWING CONVICTION ON DRUGS CHARGES

PROBLEM

1.

A British Dependent Territories Citizen from Hong Kong, Mr Wong Chi Shing, has been sentenced to death in Vietnam for drug smuggling. The judicial process has been exhausted. Should we appeal for clemency?

RECOMMENDATION

I recommend that we appeal. I also recommend that

Mr Goodlad raise the case when he sees the Vietnamese Vice Foreign Minister on 7 June. I submit a draft telegram to Hanoi. SEAD and HRPD agree.

Guidance on appeals for clemency in cases where the death penalty has been imposed is at flag B. If Ministers agree, the telegram should issue today.
