In the unlikely event that Sir T L Yang declines this extension, the only other candidate from among the serving Supreme Court Judges is Henry Litton who joined the Bench less than one year ago and who has a reputation for being pro-Chinese. Another option, albeit one which would not be easy, would be to bring in another senior member of the Bar
as Chief Justice.

Separately, the Governor intends taking steps to improve the much criticised administration of the Judiciary and to provide the Chief Justice with more effective support in tackling the important issues which need to be addressed in the next few years. These steps include improving the management by appointing a high level judicial administrator to take over from the Registrar, Supreme Court; and possibly also appointing a working group comprising the Judiciary and other sections of government involved in judicial matters tasked with proposing solutions to the various problems facing the Judiciary. The Governor is also examining how best to give a further push to localisation in the Judiciary, and how to recruit Justices of Appeal and High Court Judges in the next few years (we may be asked to help on this).
