MR GOODLAD'S "ACTION PLAN"

1. This records my call on Mr Goodlad this morning, at his request, to discuss in detail the work that he wishes to do to promote exports. We agreed on the following plan..

(i) Meeting with Mr Needham, Minister for Trade

Mr Goodlad agreed that he should meet Mr Needham as soon as possible, perhaps with a session without officials beforehand. This should be within the next month. Could you take this up with Mr Needham's office?

(ii) On 12 November, he will host a seminar for exporters in his Cheshire constituency. We will arrange this jointly with the DTI North-West Regional office in Manchester. Mr Murray will submit on this shortly.

(iii) He will attend and speak at the British Overseas Trade Board meeting on 20 July. As I shall be on leave, I would be grateful if Mr Saunders could provide the necessary briefing. I suggest that he talks about his past as a businessman and member of SEAG, his present responsibilities and his great interest in them, his plan of action (this minute) and give an up-date on the FCO resources problem.

A call on the Chairman of the BOTB, whom he already knows, as soon as possible.
