REPRINTING OF COLONIAL REGULATIONS

I see from the papers on our files that one of the areas which you will be looking at during your study of Governors' terms of service and other related matters is the reprinting of the Colonial Regulations.

HKD have enacted quite a few changes to the Colonial Regulations over the last few years relating to the Secretary of State delegating his right to retire officers and to dismiss officers on disciplinary grounds to the Governor of Hong Kong. I am sure that a study of past files would also reveal that other changes have been made since the Colonial Regulations were last reprinted in 1977.

The Hong Kong Government have already asked whether an updated version of the Colonial Regulations could be produced. HMSO are willing to go ahead with a re-print if we feel that it is necessary. It would obviously make more sense if we could combine our efforts and get the Regulations updated in one go. I would, therefore, be very grateful if you could let me know whether you are planning to arrange for the Regulations to be reprinted and if so whether it would be possible for me to feed in the amendments which HKD have made at the same time.
