RE-PRINTING OF COLONIAL REGULATIONS

LAST PAPER

We discussed towards the end of last year the possibility of arranging for the Colonial Regulations to be re-printed as the current 1977 version is now out of date. Our West Indian and Atlantic Department have also been considering this problem and have agreed to arrange for any

amendments/additions relating to Hong Kong to be included in the re-printed version.

As far as I am aware, the only occasion on which we have actually obtained the Secretary of State's approval for an addition to be made to the Regulations was in connection with the Limited Compensation Scheme last year. Although the Secretary of State gave his approval under Colonial Regulation 54 (5) for the delegation of some of the Governor's powers in relation to disciplinary procedures in June 1992, this did not actually involve an amendment to the wording of the Regulations themselves.

There may well be other amendments which have been made since 1977 which ought to be included in the reprinted Regulations. I will look back through our files to see if I can find anything, but I would be grateful if you could let me know whether you have details of any other changes at your end.
