I doubt whether a court would treat that requirement
as giving him a complete discretion, but it should put the burden on the applicant rather than giving ODA the problem of seeking to
prove a negative.
Paragraph 2, "basic pension“ (1): amended in accordance with
suggestion of A.M. but not quite in the place he proposed.
Paragraph 2, "relevant law": Please note the changes to the first definition and the new sub-paragraoh (2) which spells out the consequences of not taking account of later amendments unless the Secretary of State is prepared to accept them.
Paragraph 3:
proposes a new proviso in place of the earlier
passage excluding payments in Hong Kong, China or Macao.
Paragraph 4(2): is now turned into a monthly figure instead of (partly) an annual one.
Paragraph 5: Ignore the blank line !
Paragraph 10(2): Non-repayment period extended from one month to
three.
