7. We have therefore made some progress at the working level, particularly on the compensation scheme, although not as much as we had hoped. As you know, the Foreign Secretary and the Chief We do Secretary will meet at noon on 29 July to discuss HMOCS. not expect agreement to be reached at this meeting, but we hope at least to obtain a clear indication of how far Mr Portillo is prepared to move towards our position and whether further discussions at the working level are likely to be productive.

The Governor will have an opportunity to discuss tactics for this meeting when he sees the Secretary of State on 29 July at 0930.
