23. Head H [New; M. F]: As drafted, will there be any difference between the notional gratuity and the actual gratuity ? If so, would it not be less obscurantist to say that the notional gratuity is the same as the actual gratuity? But see the comments in paragraph 18 above.
24. Head I [New]: I have had no instructions on this point and the draft is therefore guesswork. Please comment, in particular, on the passages in square brackets in paragraph (b).
