HONG KONG: STERLING SAFEGUARDS

1. This and the next following fax contain a revised draft of the Sterling Safeguard Scheme. The draft follows the

text of the draft of the 21st April, extended to take account of the expanded illustrations in Alan McDonald's fax of 1st June and various consequential changes. In the comments that follow the passage in square brackets is a reference to the correponding paragraph in the 21st April text and, in the Schedule and preceded by an "M", to Mcdonald's illustrations in his fax of 1st June.

2. Heading and throughout, I have deleted "retirement" before "benefits" as we now include a death gratuity.

3. Para 2 [2]: The following new definitions are added: basic pension and basic Hong Kong pension (with the same meaning, but in some places in the text it will help the understanding if we use the longer expression), death gratuity, Government of Hong Kong (to avoid having to repeat references to the present government and colony and the SAR and its government), and gratuity.

4. The definition of a member of HMOCS has been modified to avoid a cross reference to the Compensation Scheme. I have also added a third element in the categories of judge in
