of compensation". As 24 June is a public holiday (Dragon Boat Day), a telegram in reply to TUR will not issue until 25
June. But Mr Dinham told me that it would contain the above
message.

Mr Dinham asked if I thought there would be any value in
raising the issue at OPD (K), not to press for a decision but
rather to emphasise the urgency of the issue. I said I
thought this ran the same risk of alienating the Treasury as
would an attempt to press for a decision, but without the
advantage of producing a final decision. He agreed but wondered how he might try to galvanise a swift response from Treasury officials. I suggest we might discuss with the Minister whether and how a Ministerial approach to the Treasury might introduce the necessary impetus to our
discussions at official level.
