announcements have been made and as no further consultations
have taken place. They have advised that the Chairman of the
Association (Mr Cartland), who is a moderate, is now having some
trouble restraining members.

Hong Kong have suggested that in addition to using the
agreed line, Mr Goodlad might hand over a letter to Mr Cartland
recalling HMG's agreement in principle to a revised compensation
scheme, including right to retire with pension, and provision of
a sterling pension safeguard. They consider that some assurance that progress is being made would help reduce the temperature
and would bolster Mr Cartland's position.
5. I think Hong Kong's suggestion is a good one, particularly as there has been a number of positive developments on HMOCS ✅
over the last six months. Mr Cartland wrote to the Secretary
for the Civil Service in Hong Kong on 28 April to enquire about
the present position on HMOCS. Hong Kong have not yet replied
to this letter as they had hoped that the Cabinet Office's
examination of the HMOCS issue would produce some results for
them to convey to Mr Cartland. The need to respond to this
letter provides a good reason for Mr Goodlad to write to Mr Cartland at this stage.
