4. I have included on the clutch card a statement of the
Governor's view. In the light of that view I have also (as
discussed with the Private Secretary) concluded with a final
tiret which goes rather less far than earlier envisaged on the
option of splitting the difference. The Secretary of State will wish to consider whether that option should be so fully canvassed at this stage, given the possibility that this could ultimately bring the Governor into public disagreement with
HMG.
Instead it emphasises that further consultation with the
Governor will be necessary. This may ultimately involve a
meeting between Ministers at which the Governor would be
present.
