A 1. As requested in your minute of 18 May, I submit a clutch
card and a copy of Hong Kong telno 774 for the Foreign Secretary's use with the Chief Secretary.
2. Mr Ricketts who is currently in Hong Kong spoke to the Governor yesterday about HMOCS (ie before the Secretary of State's bilateral with the Prime Minister). The Governor said
that he had recently had a meeting with HMOCs officers in the
Hong Kong Police and was convinced that they would reject firmly anything less than the FCO proposal. The Governor regards the FCO proposal as already constituting a significant compromise and the minimum acceptable.
3.
Mr Ricketts subsequently explained to the Governor where
matters stood following the Secretary of State's conversation with the Prime Minister. The Governor remains very firm: he is against any attempt to split the difference with the
Treasury and says he would publicly oppose any offer to HMOCS falling short of the FCO proposal.
