I attach a copy of a minute of today's date from Mr Fish, ODA which comments on the draft minute and paper attached to your letter. I agree with his comments and have only a couple of additional minor points :-
Covering Minute
Para 4, first tiret: to be accurate the figure of £3M should be £2.5M.
Draft Paper
Para 9a: The Treaty with China is called the "the Joint Declaration" (same for para 10a).
Para 10a: I would suggest deleting the words "whatever the reality". The point the officers make is that it has become increasingly clear to them that the reality will not match the assurance of a future career provided in the Joint
Declaration.
