possibility that a more radical element might be elected to the Committee if there was no positive news to report.
4. Mr Goodlad said he understood the frustration felt by OSPA
members at the delay. The Government was working on a package
of benefits which would include a safeguard to protect pensions
from a serious decline in the value of the Hong Kong dollar
relative to sterling. The Governor had argued forcefully for
such a package and the Prime Minister was aware of the issue. Mr Goodlad hoped that an announcement on the package could be made soon, but it was important to bear in mind that the current public expenditure climate was not favourable. He
would ensure that OSPA were consulted on any part of the package which would affect their members.
5.
Lord Grey thanked Mr Goodlad and said that his sympathetic understanding of OSPA's concerns would help the Committee explain the position to its members at the Annual General Meeting.
